You probably tried this but you didn't mention so have you tried Help/registration/Get My CD Keys?

Maybe it is overkill but when I get into a rabbit hole like this I do a repair install and
del "C:\Program Files (x86)\Nirvana\OT2019\Database\Symdata.otd"
del "C:\Program Files (x86)\Nirvana\OT2019\Database\SymdataEOD.otd"
del "C:\Program Files (x86)\Nirvana\OT2019\Results\*.*"
del "C:\Program Files (x86)\Nirvana\OT2019\VBA\Temp\*.*"
change to OT2018, of course
