So, you could loosen IE's security settings, or alternatively ... If you are using Remote Desktop Connection (RDC/RDP) to access your AWS instance, then you have a couple of other options for getting that file on the AWS instance. You could download the file to your PC that you are using to access AWS instance, and then cut/paste the file from your PC to a folder on the AWS instance. The other option is to share your PC drives with the AWS instance. This is selected in the Remote Desktop Connection options. Select the "Local Resources" -> "Local devices and resources" -> "More" button and then select the drives you want to be able to access from the AWS instance.
